Collect three Leeches
Find Leeches on the ground on Island 2. Kill them and pick each one up before bringing them back.
Give them to the Swamp Daughter
Bring all three to the Swamp Daughter for her Quest: bait request.
Take the Leech Bait
Claim the offered Leech Bait. You can then use it to fish for the Giant Piranha.
Where can you find Leeches?
Look on land. The Swamp Daughter describes them crawling on the ground, and the island map marks one Leech spawn, a second spawn and a third spawn. These give you places to search without buying fishing bait for the collection step.
Why won't a Leech count?
A Leech must be dead and must have been held by a player before the Daughter accepts it. Check both conditions if one is refused. Her request takes three Leeches, so the first accepted hand-in does not produce the bait.
After the third, take the Leech Bait she offers. The reward needs its own interaction.
Do you need a gun for this request?
The Daughter recommends bringing a gun for the Giant Piranha fight and warns against fighting it barehanded. Owning a gun is not a hand-in requirement for these three Leeches.
The Giant Piranha drops the Giant Piranha Skeleton needed for her separate Quest: island-passage request. Keep that trophy when you fight it.
